Ukraine Needs Law in the Struggle Against Terrorism

Yevhen Marchuk, secretary of the National Security and Defense Council, announced at a November 5 briefing in Kyiv that the hostage taking in Moscow has made visible a number of problems in the law enforcement provision for the fight against terrorism in Ukraine. According to him, he has become aware of the necessity to pass a law on the fight against terrorism. Among the laws, which have a direct or indirect connection with this problem, Secretary Marchuk also mentioned laws about weapons, the management of explosives, the safeguard of atomic power stations, crime prevention and money laundering. He also stated that at the present stage “additional analysis” had to be carried out by different Ukrainian services of those used in the hostage taking. In addition he noted, in particular, that “there were weak points” in the coordination of these services.

Commenting on information about the registration in Odesa of a Chechen information center, in connection with a comment the Russian Federation directed at the Ukrainian side, Sec. Marchuk announced that not single official registered information center exists in Ukraine representing the interests of the Republic of Ichkeriya, reported Interfax-Ukraine. “These registered public organizations, in accordance with current legislation, do not conduct their activities today... There is not one single information center or official representation of Ichkeriya, and in connection with this answer given by the Russian side,” said the secretary.
