Chernivtsi kindergartens to register kids online

CHERNIVTSI — The baby boom and the decreasing quantity of kindergartens, caused by the mass reckless privatization in Chernivtsi, resulted in a problem of registering kids in kindergartens. According to the local department of education there are 130 candidates for 100 places in Chernivtsi’s kindergartens. Deficit leads to mani­pulations. The parents say that in order “to get” a place in the kindergarten they need to have connections and money. Myroslav Zaiachuk, Chernivtsi local council deputy, decided to put an end to the corruption. He offered to replace the paper application with an electronic one, which can be filled in without leaving one’s office or home. “This is the format Europe and the US have worked in for a long time and we can see the advantages in the electronic recording of the online university registering campaign,” Zaiachuk says, “Aside the waiting list the department of education offers to place photo and video presentations of the preschool establishments that are available in the city and the feedback about them. The parents, who do not have an opportunity to register online or do not want to do so for religious or other reasons, would register kids like before, at the department of edu­­cation. The operator would add the kid to the general list. If the kid has some benefits, this is also mentioned. Before the beginning of the online regi­stration all the kids from the old waiting list are added. According to Vasylyna Malyshevska, head of the Chernivtsi local council’s department of education, the innovative solution will be taken into consideration, but online registration will start no sooner than fall. They need to prevent the department server from being hacked. The local department of education is not the Pentagon but who knows what can happen as the lack of places in the most prized kindergartens makes the parents register kids right after their birth. The parents of the future kindergarten attendants are careful with the know-how. They say the idea is good in general but they doubt that it will be fair.
